1 Introductions, apologies, substitutions, and declarations of interest
1.1 The Chair welcomed Members to the meeting.
1.2 Due to unforeseen circumstances, apologies were received from Huw Irranca-Davies MS for the first part of the meeting. Hefin David MS substituted from 09.30 to 10.30, and Mike Hedges MS substituted from 10.30 to 11.05. Huw Irranca-Davies MS joined at 11.05 for the remainder of the meeting.
